Lesson Learned: Democratic dialogue in Palestine: Acculturation towards tolerance

Participants confirmed the usefulness of the training and in particular the access they were given to decision makers in Palestine. The students particularly enjoyed the small group discussions involved. Both facilitators and decision makers commented on the enthusiasm of the students and their willingness to participate.

Project Description
The project aimed to build the capacity of young people in Palestine – primarily students at university in the West Bank and Gaza Strip – to contribute to understanding of tolerance and difference, with a view to bridging socio-political gaps within Palestinian communities, and between the public and the three main authorities in Palestine - the legislative, judiciary and unions. The project design was underpinned by the growing problem of division among young people in Palestinian society. Project stakeholders also repeatedly mentioned the broader political reality of life in the Palestine territories that impose restrictions that undermine the human rights for young Palestinians and influence their perception of human rights and justice.

Lesson Learned: Promoting the African Charter on Democracy, Elections, and Governance

The project strategy was sound, the research design was appropriate, and the researchers chosen to implement it were of excellent quality. The project was born of policy elites, implemented by policy elites, delivered results of direct relevance only to policy elites, yet promises substantial benefits to all the people of Africa, who will benefit from democracy.

Project Description
At the time the project began, the process of ratifying the African Charter on Democracy, Elections, and Governance, adopted by the African Union in January 2007, was moribund and there was no international project activity to invigorate it. The objective of the project was to strengthen civil society actors to build a constituency for the signing and ratification of the Charter. At the time the project was proposed, 15 ratifications were needed to bring the Charter into force, two countries (Ethiopia and Mauritania) had ratified the Charter and twenty-five had signed it, thus indicating their intention to ratify. Assessing the impact of the project was not easy. The intended direct beneficiaries were members of the African democracy community, whose network and ability to advocate for the Charter were strengthened. It is not possible, based on the timetable of ratifications and project activities, to convincingly demonstrate that the project greatly accelerated the coming into force of the Charter. Only three countries in which activities were implemented actually ratified the Charter. The project objective was not ratification itself but rather strengthening the advocacy community and facilitating ratification yet achieving ratification in target countries was an implicit objective of the project Ultimately, the sustainability of the project activity will also be a function of political will. The project was born of policy elites, implemented by policy elites, delivered results of direct relevance only to policy elites, yet promises substantial benefits to all the people of Africa, who will benefit from democracy.

Lesson Learned: Enhancing Dialogue for Inclusive Constitution

The grantee focused on the empowerment of marginalized groups. The main project output – the alternative constitution – was drafted without including country's dominant political parties. This weakened the chances of the project to establish a lasting effect on Nepal’s constitutional drafting process.

Project Description
This project aimed to improve the situation of Nepal's historically marginalized and indigenous Dalit, Muslim and Adivasi groups. The project was undertaken to correspond with the schedule of the country's Constituent Assembly (CA), which was entrusted with the development of a new constitution for Nepal. It developed coalitions among the country's marginalized groups, in order to increase receptiveness of political parties to Dalit and indigenous issues and to reflect them in the new constitution. The grantee made a deliberate effort to provide the marginalized group representatives and those involved in the drafting of the constitution high quality information about issues related to constitutional processes and examples of federalist practice in other countries. Although the Constituent Assembly dissolved without completing its mission, the extent to which the alternative constitution, the project's central output, has contributed to preliminary constitutional drafts of the Constituent Assembly‘s thematic committees demonstrate the project's impact.

Lesson Learned: Civil society advocating for quality education & healthcare in Mexico

The electoral process was blamed by the grantee for delays and difficulties in implementation. It apparently politicized the CSOs affiliated with the network in Guerrero and disrupted project coherence during large periods of time. In Hidalgo and Chiapas, project implementation did not appear to be affected by the political processes. Participants referred to the need to “start over” when new officials came into office because they felt that each party had different agendas and would not necessarily continue the work started under a previous administration.

Project Description
The project sought to strengthen the collective voice and action of civil society in the Mexican states of Chiapas, Hidalgo and Guerrero. The focus was on increasing the ability of local CSOs and women, indigenous groups and youth to demand equitable and quality public education and healthcare services through strengthening the ability of CSOs to train, inform, and raise awareness of these rights, and giving opportunities for them to advocate for these services as a basic human right. The use of local level CSOs was an effective approach to implement community-based activities, but the lack of an integrated programme between the states and national level limited its usefulness and potential impact. The use of a diagnostic to develop training and an agenda for action was a good technique, but required more focus on issues of voice and civic participation which were the main objectives of the project. The project strengthened advocacy efforts for more equitable health and education services in its targeted areas in Chiapas, Hidalgo and Guerrero. In particular, it increased individual knowledge, capacity and leadership among participating CSOs and community members. However, the extent of results is unknown due to the lack of outcome data. Changes are likely to be sustainable at the level of personal empowerment and relationships built with some public officials and the agenda provides CSOs with some of the key health and education issues to raise with officials in the future.

Lesson Learned: Development of Sustainable Voter Registration Methodologies in Sub-Saharan Africa

Despite positive aspects of relevance, the ultimate barriers to free and fair elections in Africa and elsewhere are political, not technological. That being said, the logical framework of the project explicitly targeted the elections community, not the actual or potential voters, who, of course, were reasonably considered to be indirect beneficiaries of the project.

Project Description
In recent decades, virtually every African country has at some point considered modernizing voter registration technology. New ICT applications have been adopted in many African countries, particularly in post-conflict situations. The project was based on a sound strategy that clearly identified the institutional weaknesses in voter registration models. In selecting partner countries, geographic balance, a variety of political contexts, linguistic diversity, and different levels of technical knowledge were sought. The project’s aim was to generate knowledge and disseminate it among experts and institutional stakeholders. However, the link between knowledge, capacity, and the actual election process, which depends primarily on political will, was not explicitly established in the project design, nor was it incorporated as such in the project strategy. All project activities were successfully implemented and even delivered beyond expectations. The project management team developed a strong organizational and logistical support mechanism to guarantee smooth operation of the database and provided easy and immediate access to it. The project had a number of positive impacts, including ongoing in-depth discussions of voter registration reforms.

Lesson Learned: Prévention de la violence durant la période électorale de 2010

The logic of intervention of this project did not fully take into account the rift that exists between the centre and the periphery in Burundi: between the governing and the elected community and collines representatives, who for the main part merely execute power. The project intervention logic overestimated the level of impetus that could come from community leaders. The theory according to which the grassroots population would become more dynamic if only they knew their leaders better was overly optimistic, especially when considering the level of education that these populations have and the traumatic war experiences that are still very present within these communities.

The aim of the project was to build on the peace process in Burundi and consolidate democratic principles through peaceful elections by encouraging the population in three heavily war-affected provinces to vote in a reflected and enlightened manner and by further encouraging these populations to express their needs and aspirations in order to be included in the electoral programmes of the political parties.

Lesson Learned: Gender Equality and Equity - Follow Up to CEDAW and Romani women

Despite earlier expressions of interest, at a time leading up to national elections, and despite persistent efforts by grantee, the political parties proved to be unwilling to share their programmes, or to meet with the expert retained by grantee to discuss the issue of gender equality. The grantee prepared a short, informative handbook, "Because It Matters: Empowerment of Women in Political Parties". A public meeting was held to launch the publication, and, among others, representatives of three of the six official Roma parties attended. Copies were distributed to all the Roma parties, as well as to NGOs and women activists. While this alternative was very much a “second best” option, it did represent a thoughtful way to rescue the situation and keep the issue alive.

The project had two primary audiences: Roma women’s NGOs and young Roma women activists. There were three additional audiences: local government officials; young people, Roma and non-Roma; and, officials of Roma political parties. This focus sought to address in a practical way the weakness of Roma civil society organizations, and particularly those led by, and working for, Roma women, in undertaking advocacy on behalf of their own people. The grantee accomplished a great deal with the small amount of funds provided. It built on the strategic plan developed for 2008-2010, and its earlier project “Implementation of CEDAW for Romani Women”, as well as follow-up initiatives (2005-2008). Through an extremely careful allocation of funds to different areas of activity, the organization was able to undertake a long list of activities and, thus, achieve its own objective. Yet, from an external perspective, it is apparent that there were insufficient funds for some activities, where follow-up was badly needed.

Lesson Learned: Gender Equality and Equity - Follow Up to CEDAW and Romani women

In two of its components, the project was fighting an uphill battle to get the attention of potential partners. The first component concerned Roma political parties, and, the second, municipal government and cooperation with the Equality Commissions (committees) of the municipal councils. The lack of interest by these partners highlights the absence of effective political representation of Roma and their interests in a “patron-client” political system, where parties do a poor job of representing the priorities of their constituencies, or of responding to their concerns. The parties saw no benefits in opening themselves to cooperation with an NGO which they did not trust. There seems to be little interest on the part of local government units in committing resources to Roma issues, and Roma tend to be invisible in local decision-making. The work supported by the project in two of the three municipalities was useful, but had no impact in changing the disposition of local government towards Roma and Roma women’s organizations.

Lesson Learned: Human rights and democracy campaign

Democracy and human rights monitoring centres were not established, because they were considered highly political by local officials. It was probably overambitious on the part of the project to seek the establishment of formal structures to monitor governance. A more detailed analysis, carried out by researchers or organizations with specialist expertise in local governance issues, would probably have led to a better understanding of the power politics at stake. The grantee reacted ad hoc, and took an alternative approach requesting trained community leaders present in the field to act as focal points in the monitoring of governance.

Project Description
Aiming to contribute to the emergence of responsible and aware citizens in four of Senegal’s regions, the project provided information on human rights and democracy in the country’s most common languages - Wolof and Pulaar. The project also aimed to ensure citizens access to legal and administrative texts through local document libraries; and trained local resource persons to be involved in the establishment of democracy and human rights monitoring centres. The project responded to clearly existing information gaps and its relevance was enhanced by the fact that it sought to build the capacity of local officials and leaders to implement decentralization policies and other decision-making processes. It is a matter of concern, however, that the project did not include any lobbying component targeting the government itself, to address the language issue at policy level, which was the principal root cause for lack of relevant legal and administrative documentation.

Lesson Learned: Cultivating Democratic Leaders from Marginalized Groups in Thailand

If local media – for political or other reasons – are reluctant to pick up on issues, consider contacting international correspondents based in the country. To do this effectively, and to ensure that local stakeholders are not put at risk of political or personal reprisals, take on an experience media liaison officer or commission the services of a media agency for advice.

Project Description
The project was designed to engage young people from marginalized populations in four regions of Thailand, to empower them to voice their needs, access their rights, participate in political processes, and improve their lives and communities. The grantee set out to create new leaders among young people to lead actions in the disenfranchised communities. While the project supported the implementing partners financially and to a lesser extent with expertise, it did not demonstrate significant added-value in the area of democratic development. The trainees were by and large already engaged in development work in their communities and, once the project ended, the partners and the young people continued as before. The project designers would have been more aware of this, and potentially had a chance to rethink the relevance of the design, if they had reviewed existing and earlier practice in this area, and had considered in more depth the way NGOs in the regions work and from where they get their funding. The project fell into the trap of becoming, essentially, a short-term provider of funds.
