Lesson Learned: Strengthening Gender-Responsive Local Government in Nepal

As the project experience indicates, engaging a community representative organization like the National Musahar Association is an effective strategy to build trust and gain access to the community focused on by the project.

The project aims to empower Musahar women and strengthen their representation in local decision-making procedures for promoting gender-responsive local governance in two rural municipalities and two town municipalities. It will work through three main approaches:empowerment of Musahar women to claim their rights, accountability of local government authorities, and strengthening multi-stakeholder partnerships for gender-responsive local governance.

Lesson Learned: Raising the Social and Political Profile of Youth in Mozambique

The project has highlighted the receptiveness of municipal governance structures to the voices of young people. It is, therefore, opportune to invest in initiatives that actively incorporate youth perspectives into the development of public policies concerning youth affairs.

The project supports young people's participation in local and national issues by developing youth councils and youth councilor training workshops. Young people will have their voices heard on key social and political platforms, and will be better represented at the center of local and national policies and decision-making, within and outside selected councils. Lesson Learned: Safeguarding the Rights of Transgender & Intersex Communities in Pakistan

While working on promoting rights of the transgender community, it is important to focus equally on demand creation through activities enhancing the rights awareness of the community focused on by the project, along with strengthening institutional capacity of public sector institutions for inclusive service delivery.

Project Description
The project objective is to work for the protection and promotion of human rights and fundamental freedoms of LGBTI persons, particularly transgender and intersex, in Lahore and Faisalabad districts. Expected outcomes include support for 5000 LGTQI/transgender persons; enhanced capacity of 50 civil society and human rights organizations; increased public awareness of LGBTI rights; registration of transgender and intersex persons for computerized national identity cards; improved policy framework and legal provision on the rights of transgender and intersex person.

Lesson Learned: Strengthening Grassroots Women’s Groups to Promote and Protect Civic Space in Uganda

The volume of activities proposed by a project does not always equate to a greater impact. Sometimes giving more focus, either in terms of geographic spread or to the activities being undertaken, can generate more sustained and involved engagement and more substantive change.

The project goal is to empower 6,000 women by raising awareness of their gender specific rights, promoting women’s political participation, and addressing all forms of injustices that affect women’s wellbeing; strengthen the capacity of 100 unregistered women’s groups to become registered under the NGOs Act 2016; and support 100 registered women’s groups in advocating, promoting and protecting civic space in Uganda. Project activities will incorporate actions in response to the Covid-19 crisis, as it impacts women, including gender-based violence as well as social and economic pressures.

Lesson Learned: Citizens: empowering local communities, improving local governance

The following were the factors for a well-designed and effectively implemented youth engagement project:

  • The project design with a theory of change that was shared and assimilated by the implementation team and the implementing partners.


  • The strategy used to enter new communities, which was pragmatic, culturally sensitive, and politically neutral.


  • The choice of implementing partners (they were from within the communities, credible, and well-known at the local level).


  • The partnership strategy, which was based on empowering implementing partners and building their capacity.


  • The adequate approach for positive youth engagement (recognition, accountability, and exploring their potential).


  • The quality of the training programme and the diversity of learning formats.


  • Well thought-out communication.

Lesson Learned: Creating an Inclusive Policy and Legal System, Protecting Elderly People’s Fundamental Rights in Indonesia

The grantee organization LBH Apik and its local chapters are well-established grassroots organizations with internal systems and procedures in place. Building good rapport with local stakeholders was one of the key strengths of LBH Apik and a good strategy to secure commitment and can be continued in future programmes.

Project Description
The aim of this project is to improve protection mechanisms and policies regarding basic rights and public services to the elderly. Three local partners, each located in one of the three targeted provinces will help complete the project. The project will collect data to close the evidence gap, raise public awareness, and enhance capacity building of the elderly and paralegals as they advocate to improve elderly programs and legal and public services at village and community levels. The project will include a strong gender focus by prioritizing women as paralegals and recipients of legal services.

Lesson Learned: Strengthening CSO Engagement with Defence Institutions to Reduce Corruption and Strengthen Accountability in Mali

Primary victims of conflict and insecurity in post-conflict and fragile states are often located far away from capital cities - where decision-making and consultation processes are centralised – and their voices are too often overlooked. There was an appetite amongst both Civil Society Organisations and uniformed personnel to take part in joint focus group discussions, and there was a constructive dialogue around improving communication between civil society and defense and security forces at the local level

The project was implemented by Transparency International – Defense and Security (as Implementing Agency) and the Cercle de Réflexion et d’Information pour la Consolidation de la Démocratie au Mali (CRI-2002, as Implementing Partner), from April 2018 to December 2019. The project benefited from a UNDEF grant of USD 187,000 and sought to reduce the risk of corruption in the Malian defense and security sector. It included a mix of capacity-building, advocacy and research work in order to build civil society’s ability to advocate for accountability and transparency in the defense sector, and to open a space for them to do so. Strengthening links between civil society and defense institutions and the democratic bodies charged with oversight of defense was an integral part of the approach.

Lesson Learned: Strengthening CSO Engagement with Defence Institutions to Reduce Corruption and Strengthen Accountability in Mali

The project required a complex but clearly delineated division of labour and responsibilities between an external Civil Society Organisation and a country based Implementing Partner. This was well presented in the Project Document and was well managed during the course of the project, with the Implementing Partner providing local knowledge and relationships, and the Civil Society Organisation providing technical subject-matter expertise and links with the wider donor and international communities.

Lesson Learned: Empowering Female and Youth Domestic Workers in Uganda

In designing a project that addresses knowledge gaps, builds and strengthens locally owned association structures and looks to improve the legal environment, PLA created outcomes that support each other, and the overall objective of the project.

The project aims to promote the recognition of domestic work as decent work and domestic workers (WDs) contribution to society. 3500 domestic workers reached will be positioned to take individual and collective actions to improve working conditions. Two Associations of existing 61 mutual support groups of the domestic workers will be established to build solidarity and support for each other, develop advocacy strategies and represent themselves with support from PLA in influencing change. This project will also further the participation of female and youth DWs in claiming their rights, accessing services including legal aid and inclusion in decision making in policy, local and national government processes.

When the accomplishment of specific outcomes is contingent on the collaboration of an external party, such as the governmental authorities, it is essential to make additional efforts setting up partnerships from the onset of the Project. UNDEF (or United Nations Country Team) may play an important role in meeting directly the country local or Federal authorities at the beginning of the project.
