Lesson Learned: Involving women and youth CSOs in strengthening democratic debate and public news media around elections in Afghanistan

The grantee also felt the electoral stalemate in Afghanistan after the second round interrupted the project. The people were very despondent and this gave the grantee a limited audience. At this point they were unsure how to proceed. Their products from this time reflected this mood. However, these types of political crises are the time to engage even more vigorously in the type of activities foreseen by the project, to focus citizen and candidate attention on the benefits in remaining with the democratic process, in letting the audit system work out its findings and in helping to reinforce the credibility of the ultimate resolution. This is much more efficient- and effective- in terms of project outcomes than waiting for a crisis to resolve.

Project Description
Involving women and youth CSOs in strengthening democratic debate and public news media around elections in Afghanistan sought to strengthen the voice of civil society and foster sustainable democratic practices within Afghanistan by generating a deeper public debate among women and youth groups around the 2014 presidential electoral process. The project lost relevance however in implementation. Only a few activities were done in the pre-electoral period and only a portion of the intended CSO-journalist elements were done. In addition, the predominate use of Pashto in the round tables and reporting, narrowed its relevance to the two-thirds of the country that use Dari.

Lesson Learned: Campagne d’Education au respect des Principes Démocratiques et Promotion du dialogue Démocratique au Burundi

The project strategy assessed the needs of municipal elected councillors’ through a survey. Based on this the project undertook trainings, meetings, and debates amongst political leaders and Parliamentarians. The project also translated the Electoral Code into Kirundi from French to make it more accessible to citizens. This activity was not foreseen in the project document. The project aimed to propose improvements to the electoral code however, the electoral code was already modified by the authorities and agreed political parties when the project started.

Project Description
This project was focused on the preparations for the general election planned for 2015 in Burundi. The project’s objective was to empower local councilors in the Municipality of Bujumbura, leaders of political parties and parliamentarians and educate them regarding the importance of democratic culture within the political bodies and to create dialogue between political leaders so as to build a climate of trust and cooperation in the 2015 general elections.

Lesson Learned: Civil Society Monitoring of Governorate Councils in Iraq

The grantee faced some challenges during project implementation in Iraq, but due to a well-developed risk mitigation plan, the grantee was able to manage. For instance, the grantee had anticipated the risk of the non-cooperation of some Governorate Councils, so when two of six identified Councils withdrew from the initiative, the grantee took rapid action to replace them. The Councils were absorbed into project activities without much loss of time, and the grantee and its partner organizations managed to build trust and understanding with the two added Councils rather quickly.

Project Description
The project sought to enhance government transparency at provincial level in Iraq by training civil society organizations in monitoring and accountability. This approach was particularly relevant in the Iraqi political context, where provincial legislatures’ (Governorates Councils) capacities are weak. Although impact was difficult to measure for the evaluation team, and much work remains to be done in order to meet overall objectives, the short-term achievements of the project were considerable. The project illustrated how civil society monitoring of provincial authorities in Iraq effectively can enhance government accountability – if both civil society and authorities are willing to make the effort.

Lesson Learned: Judicial Reform: empowering magistrate-civil society collaboration for Guinea’s new democratic future

The project team were able to adapt to unforeseeable events and to minimize their impact on the project activities. Throughout 2013 Guinea experienced political and social turbulence including mass protests against the elections and ethnic tensions. These events had an impact on the activities planned for the second year of the project with many events needing to be rescheduled. However, this did not impact the overall project efficiency.

Project Description
The project aimed to contribute to the judiciary reform process in Guinea through establishing a new social contract on justice linking CSOs, magistrates and auxiliaries of justice. Strategically, the project was based on two outcome components, to support increased capacity for advocacy, monitoring and judicial oversight, and enhanced capacity for dialogue and collaboration between civil society and the judiciary on ways to improve the judicial system in order for it to become more responsive to the needs of civil society. This strategic approach appropriate for the limited scope of the project; its key points of strength were the acknowledgement that training was a first step before the setting up a platform for dialogue and the inclusion of a mini-grant scheme. The project was ambitious but realistic. However, the methodology did not include a mechanism to replicate project experiences beyond the target areas of Conakry and Kankan - the most important judicial districts in Guinea - once the project ended.

Lesson Learned: Civil Society Empowerment in Advocacy and Policy Development in Vietnam

The integration of different project components was undermined by the grantee’s effort to refocus a number of project activities in order to take advantage of an unexpected breakthrough with the Vietnamese government in building a CSO network. While the changes in design were understandable given the need to act quickly, the addition of new priorities to the project did leave some activities incomplete.

The project’s overall objective was to increase the participation of Vietnamese civil society organizations (CSOs) in democratic policy-making. The grantee sought to achieve this through: building the capacity of CSOs to advocate for democratic participation in the policy development process; enhancing networking, cooperation and communication among CSOs and related government bodies; implementation of existing legal frameworks and policies; and actual, successful participation of CSOs in the policy-making process. The objectives of the project were directly relevant to exploring new possibilities in civil society engagement with government agencies in Viet Nam on public policy, at both local and national levels. The project helped facilitate CSOs voice in discussions and problem-solving on issues of concern to particular disadvantaged and vulnerable communities.

Lesson Learned: Strengthening Democratic Participation Among Indigenous Peoples of Oaxaca, Mexico

Given the recent changes in the legal framework, the grantee should have prioritized its institutional strategy in order to capitalize on its success in strengthening capacities and empowering organizations. Identifying lessons should be the starting point for determining the challenges and strategies to implement going forward. This process should be accompanied by training to strengthen capacities in political advocacy, civic organization, and strategic analysis and litigation.

Project Description
The project sought to empower indigenous people from the State of Oaxaca, Mexico. Through jurisdictional resolutions or agreements, the project worked to reduce the number of conflicts between the indigenous legal system, on the one hand, and the state legal system, on the other, seeking to establish precedents for harmonizing the two systems. The project’s intervention was very timely and highly relevant, given the recent changes in the legal framework, especially the passage of subsidiary legislation and a new energy policy. It provided legal assistance and representation before jurisdictional, judicial, and administrative bodies in the State of Oaxaca. Politically, the project made it possible to include the indigenous peoples’ perspective and expectations in the Constitutional Reform proposal for Oaxaca. The project’s support for empowering indigenous women’s groups had a major impact on the lives of the beneficiaries as well as the development and improvement of institutional and democratic life in the State of Oaxaca.

Lesson Learned: Addressing Ghana’s Governance Deficits through Constitutional Reform

The unexpected announcement by the government that there would be a Constitutional Review led to the grantee to refocusing its project design since the initial project document was developed before the government had made a firm commitment to a constitutional review process. The project was initially designed to make the case for the urgency of governance reform and to identify the most critical issues. With the surprise announcement of the Constitutional Review, the grantee had to engage in in a process of identifying priorities for constitutional development and undertake advocacy in their support.

Project Description
The project aimed to obtain measurable improvements in Ghana’s constitutional and governance mechanisms by providing technical input and advocacy platforms for civil society actors to research and build a constituency for constitutional and legal reform in key governance areas. The project related closely to the grantee’s mission, i.e. the promotion of democracy, good governance and the development of a liberal economic environment. The grantee’s intervention was relevant in its focus on efforts to take practical action to address priorities in democratic development, and in ensuring that the priority concerns of Ghanaian civil society, as well as the interests of ordinary citizens - through a national public opinion survey that the grantee organized - were heard. The strategy adopted by the project was judged to be appropriate and its reports to the Constitutional Review Commission and the proposals which they contained were seen as highly relevant to its deliberations.

Lesson Learned: Enlarging the Social Base for Democracy and the Rule of Law in Egypt

While decentralization of activities is a positive goal, in times of political volatility and security challenges, extending democracy support beyond the capital can lead to organizational and logistical problems. Given these challenges, the project decided it was safer to bring people from the regions to the capital rather than trying to export activities from the capital to the regions.

Project Description
The context of the project was the period of intense political activity and instability in Egypt following the 2011 revolution. Within a highly volatile environment that included repression of civil society organisations and democracy advocates, the project gave special emphasis to training in the use of social media to stimulate citizen journalism and free exchange of thoughts. Overall the project was relevant in view of the focus on youth which was well supported by baseline assessments that identified low youth participation in democratic processes. It was also important in view of the overall political environment leading up to elections during the time of the project implementation. The focus on social media was also relevant and effective given the role it had played as a catalyst of the Arab Spring.

Lesson Learned: Civic Education and Civil Society Empowerment in Remote Areas in Myanmar

The methodology for the Core Leader Meetings (CLM) changed due to circumstances. The first CLM consisted of participants from previous training sessions. It was originally thought that different audiences would participate in the following CLMs. However the poor outcome of the first CLM and the need to prepare consistent and coherent papers by the end of the project led to a change of approach. The three remaining CLMs were carried out with a mix of original participants, and more experienced writers/drafters.

Project Description
The project general objective was to support the development of good governance in Myanmar through civic education and building advocacy skills of civil society. Activities included civic education trainings and township level meetings to support good governance; organization of core leader meetings; training in how to write policy papers to strengthen policy advocacy; and the creation of a website for civil society to exchange experience and knowledge. All quantifiable targets were reached or surpassed, and the participants interviewed spoke highly of the training. The project implementation team overcame significant bureaucratic and logistical obstacles, as well as difficult operating conditions. The project appears to have had a great deal of positive 'knock-on effects’. Although the training program attracted a large number of participants, participation was dictated by informal networks and affinities. The township-level forum did not succeed in soliciting initiatives and brainstorming on regional/local issues. Likewise, the policy papers exhibited significant weaknesses in particular a lack of readers. The website was also not used as an effective tool for knowledge and information sharing by any of the participants interviewed.

Lesson Learned: Promoting the African Charter on Democracy, Elections, and Governance

The shifting project focus regarding promoting of the African Charter on Democracy, including changes in target countries, was both a strong and a weak point of the project from the standpoints of effectiveness and impact. Flexibility allowed the project to respond to changing circumstances and priorities.

Project Description
At the time the project began, the process of ratifying the African Charter on Democracy, Elections, and Governance, adopted by the African Union in January 2007, was moribund and there was no international project activity to invigorate it. The objective of the project was to strengthen civil society actors to build a constituency for the signing and ratification of the Charter. At the time the project was proposed, 15 ratifications were needed to bring the Charter into force, two countries (Ethiopia and Mauritania) had ratified the Charter and twenty-five had signed it, thus indicating their intention to ratify. Assessing the impact of the project was not easy. The intended direct beneficiaries were members of the African democracy community, whose network and ability to advocate for the Charter were strengthened. It is not possible, based on the timetable of ratifications and project activities, to convincingly demonstrate that the project greatly accelerated the coming into force of the Charter. Only three countries in which activities were implemented actually ratified the Charter. The project objective was not ratification itself but rather strengthening the advocacy community and facilitating ratification yet achieving ratification in target countries was an implicit objective of the project Ultimately, the sustainability of the project activity will also be a function of political will. The project was born of policy elites, implemented by policy elites, delivered results of direct relevance only to policy elites, yet promises substantial benefits to all the people of Africa, who will benefit from democracy.
