Lesson Learned: Strengthening Democratic Processes for Bangsamoro Government in Lanao Lake Watershed Reservation in the Philippines

Although the youth responded strongly to the project’s capacity building offer, acceptance was less pronounced among local government officials at the barangay level, as well as among traditional/religious leaders. Only 58% of the targeted barangay officials and 71% of the targeted religious/traditional leaders attended the grantee’s training. Leaders expressed to evaluators their frustration about the spill-over effects of environmental degradation originating from neighbouring barangays that were remiss on environmental protection.

Project Description
The goal of the project was the objective was to build a strong coalition to ensure the efficient management, conservation and protection of the Lake Lanao Watershed Reservation – through democratic processes involving community integration and the introduction of partnerships, pre-consultation, capacity building, the promotion of micro-projects, and monitoring of policy implementation. The design of the project’s training methodology was appropriate to introduce the basic concept of ecology, best management practices, and to raise awareness of applicable environmental laws, rules and regulations. The project contributed to the joint elaboration and adoption of environmental action plans, as well as supporting policies and ordinances on watershed, fisheries and solid waste management. Print and radio media outputs also facilitated the wider public’s key role in the protection of the environment and to empower individual citizens to participate in the enforcement of environmental laws. The grantee managed to work with the full range of different political, religious and social leaders in the Lanao Lake Watershed Reservation. This was reported by the beneficiaries as an unparalleled achievement.

Lesson Learned: Civil Sector Capacity Building Initiative in Kazakhstan

The lack of NGO continuity in the different activities limited the sustainability of the project’s outcomes. The increased knowledge gained by some in the preparation of annual reports is likely to be limited only to those individuals who produced them.

Project Description
The project sought to improve the quality of nongovernmental organizations’ (NGO) services and programmes by strengthening their capacity to effectively implement accountability standards. Its intended outcomes were: strengthened NGO capacity to implement accountability strategies and tools; strengthened capacity of donor community to foster participatory accountability within the NGO community; and increased public demand for greater NGO accountability to beneficiaries. The project design, however, was not well grounded in the larger concept of accountability, or in how donors incorporate these principles into the efforts they fund. It also did not take into consideration feedback received from potential partners and beneficiaries during the design, and did not adequately consult with donors who were identified as a target group.

Lesson Learned: Empowered Civil Society Addressing the Democratic Needs of Rural Women in Myanmar

The low education level of many villagers made it difficult to achieve required levels of capacity building. Partners noted that some participants were functionally illiterate. According to one, only about a third of women participants could read and write fluently. This required training methodologies based on personal interaction rather than written materials and outputs, and limited the number of people who could assume leadership positions.

Project Description
The project's objective was to strengthen institutional capacity of three independent CSOs working with rural women’s groups so that they could establish associations of self-help groups and promote inclusive participatory dialogue with authorities. Working from a UNDP model, the project focused on three aspects: transparency and accountability; rights awareness and advocacy; and linkages with other community-level groups. The project was exemplary in its effectiveness, both in terms of the clarity of outcomes to be achieved (and activities to achieve them) and of quantitative and qualitative standards of achievement. It raised awareness of voters’ and women’s rights, and initiated engagement between local officials and rural communities. This is also an example of a project where sustainability was included in the design. The capacity building activities included supporting partner organizations achieve a degree of financial independence, by providing technical advice on project design and management, and by helping them develop internal governance and accountability systems.

Lesson Learned: Strengthening Arts as an Action to Stand up for Women´s Rights in Nicaragua

The grantee put in place effective instruments to follow up on the achievements of the project so that they could verify that the skills and knowledge about women’s rights and the implementation of the law on violence against women were being put into practice.

Project Description
The project aimed to protect and promote women´s rights using the arts to communicate messages and to raise awareness of the challenges women are facing in protecting and promoting their rights, in spite of the existence of the Law on Violence Against Women (Law 779). The strategy of the project was built around two components: capacity building and awareness raising measures including theatre production and artistic expression; and preventive actions to solve key problems linked to the implementation of Law 779. The project was relevant, as it was carried out at a time of polarization and controversy over the passing of Law no. 779 on Violence against Women (2012) and the reform of this law in 2013. With the aim of making the issue visible, the project relied on promoting collaboration and alliances and mobilizing women’s organizations, civil society actors and local authorities.

Lesson Learned: Expanding and Fortifying Local Democracy through the People’s Council in the Philippines

The project’s training programme was implemented, for the most part, by experienced external consultants. While the sequence of workshops addressed a comprehensive list of topics, there were some problems. In particular, the use of only English-language training materials for a population, particularly at barangay level, which had a limited knowledge of particularly written English.

The project had the overall development goal of facilitating the recognition and replication of the Peoples Council in the country as a democratization mechanism in local governance. The immediate project objective was to establish, expand and institutionalize the Peoples Council in 21 barangays in the city and six municipalities in the Metro Naga area. In Naga City, the People’s Council proved itself as an effective mechanism for public participation, particularly for representatives of poor and other vulnerable groups. The project’s initiative to replicate the success of the Naga City People’s council was a relevant contribution to the broader aim of enhancing local democracy in the Philippines. The project had mixed success in achieving its targets and encountered some major disappointments in reaching the goal of institutionalizing the People’s Council in the 27 target local government areas. However, the People’s Councils were officially recognized in the case of four of the six municipal people’s councils, but only in five of the 21 barangay people’s councils. Despite this, grantee cannot be faulted on its effort to achieve the project goals, and, given the scope of what the project sought to achieve, a great deal was accomplished.

Lesson Learned: Civic Participation of Indigenous Youth for the Strengthening of Democracy

Important topics such as the prevention of violence, sexual and reproductive health and gender equality were not been sufficiently elaborated during the training programme.

Project Description
The aim of the project in Guatemala was to increase the participation of Q´eqchi youth, especially women, in individual and collective decision-making and democratic processes in the municipality of Sayaxché, department of Petén. The project strategy was structured around two activities: training young people on citizens’ rights and participatory democracy; and creating organized youth spaces to foster the participation of young people in political decision-making processes. Civic awareness-raising and training sessions for young people from 23 communities belonging to five micro-regions within the municipality of Sayaxché were held. The project then attempted to institutionalise structures by creating two youth associations. These associations were expected to draft a proposal for public policy on youth at the municipal level, which would be presented to the local government for adoption. These activities contributed to the improvement of the quality of political participation of young people and to the strengthening of the process of decentralization which promotes civic participation at the local level.

Lesson Learned: Promoting Human Rights through Providing Access to Information for Marginalized Women in Zimbabwe

The training gave a very palpable boost to the self-confidence of the women who participated. The capacities of citizen journalists have also been substantially improved, and some women have clearly acquired skills that enhanced their status at local level and continued to spur their posting of information on social networks.

Project Description
The project had four objectives: to increase and improve gender-sensitive media coverage of issues affecting women in marginalized communities, in traditional/mainstream media in Zimbabwe; to create tools and use non-traditional media to disseminate and exchange information; to increase the capacity of marginalized women to use social media to access human rights information and freely express themselves on political, social, economic and cultural issues; and to increase marginalized women’s participation in policy dialogues and decision-making in target communities. The project was implemented in 10 communities across Zimbabwe and was designed to benefit over 7,000 women through activities including training of citizens journalists, and professional journalists in gender-sensitive reporting; the production of phone-in radio programmes; mentoring of student journalists; and use of Internet-based platforms for sharing information. The project was based on a good analysis of the gender inequalities faced by marginalized women in relation to access to information, awareness of their rights and exercise of political participation. Nevertheless, the project’s relevance was marred by its overambitious design and a lack of prioritization among its various objectives and approaches.

Lesson Learned: Engaging civil society and youth in public policy dialogue in North Africa

The key impact of was changes in attitude among the participating youth. These changes can be ascribed to the Project Citizen methodology employed by the project which used a hands-on training approach, in which participants worked in small groups to develop change strategies addressing specific, real-life concerns.

Project Description
The project’s objective was to support the involvement of youth in public policy debates. The project activities included training and organizational support for local civil society projects. It aimed to help civil society organisations and youth to identify problems and propose solutions to decision makers, develop effective leadership and advocacy skills to articulate their positions. It also hoped to establish a sustainable regional network of policy advocates to share information, best practices and lessons learned. Weaknesses in the grantee’s initial problem analysis and a lack of hands-on support undermined the project’s effectiveness. Training on leadership and advocacy skills could have been delivered by experienced civil society members instead of professional educators. It would have also been appropriate to include and seek involvement from political decision-makers to ultimately obtain support for the project’s objective and outcomes.
