Lesson Learned: Enhancing Women's Political Participation in Eswatini

The project experience underscored the importance of establishing clear and consistent beneficiary selection criteria in project activities from the outset. In this case, project stakeholders were responsible for selecting beneficiaries at the community level without clear guidance on the selection criteria from the grantee. As a result, some beneficiaries were included without the necessary qualifications, leading to difficulties in actively participating in trainings and effectively fulfilling their roles in the project.

Project Description

The project seeks to enhance the gender responsiveness of policies and practices in the electoral process in Eswatini by assisting stakeholders to develop gender responsive guidelines and educating citizens on the importance of women’s political participation, while empowering the female electorate with leadership skills, campaign and mobilization strategies. The project seeks to impart a long-term effect by enabling community-based paralegals to conduct gender equality sensitization talks at community level. Project activities will incorporate actions in response to the Covid-19 crisis, as it impacts women, including gender-based violence as well as social and economic pressures.

Lesson Learned: Tracking Campaign Promises in Albania

One of the main problems of this project was that its design robustness could have been reinforced by a more detailed and comprehensive needs assessment in smaller vs. bigger municipalities in order to avoid obsolescence in some big municipalities. Consequently, inappropriate and generalised needs assessments that lead to a “one size fits all” approach can negatively affect the impact’s likelihood.

Project Description
The project will help Albanian people to track promises made by politicians by providing Albanian citizens, CSOs and Media with tools to fact-check the implementation of their promises on-the-ground. Through a “truth-o-meter” web/app platform and through data checking and reporting, the project will hold 201 public officials/politicians in Albania accountable for their promises with the final aim to strengthen democracy and rule of law in Albania. Through simplified versions of municipal budgets made accessible as “citizens’ budgets”, citizens will be able to evaluate and take decisions affecting the future of those politicians that are in charge of taking decisions at local or national level.

To ensure meaningful and effective assessment of project results, use 'SMART' target indicators (specific, measurable, achievable, relevant, and time-bound). Organizations should use comparisons of pre- and post-project surveys to determine how their projects' specific activities and results have contributed towards the achievement of the projects' outcomes.

Project Description
The project aims to enhance the role of women in Kosovo, through media, by focusing on three key topics: violence against women, discrimination in employment, and sexual harassment. The project will raise awareness on the above mentioned issues via radio, TV, and internet; increasing the capacity of women and key stakeholders through training, workshops, and meetings. Additionally, the project will directly engage with public authorities and private employers to advocate for the implementation of anti-discriminatory laws, policies and practices.

Lesson Learned: Strengthening Youth, Minority and Women’s Organizations in Pakistan

Pre-and post-training questionnaires were collected for the training of trainers, which according to the grantee showed that 92.5% of participants had significantly better understanding and knowledge on democracy. The data from these tests were not available for the evaluators to review, but several CSO participants noted that that no differentiation was made in trainings between those who were already experienced trainers and novices.

Project Description
The project aimed to improve the understanding and capacity of 150 civil society organizations (CSOs) to mobilize youth, women and minority groups so that they could participate in democratic processes at the grassroots level in 25 districts. Its intended outcomes were: improved understanding among civil society on democracy and advocacy skills for good governance; and increased participation of youth, women and minorities and their organizations in democratic processes. The design was ambitious in geographic scope and in the number of CSO participants, especially for the level of funding. This limited the number of activities that each CSO could undertake because it spread the funding out between so many different organizations and locations. This resulted in a number of CSOs losing interest in the project. The project also did not tailor its activities to the different needs and context of the different districts and target groups. All of the above affected the project’s relevance.

Lesson Learned: For a More Vigilant Civil Society in Morocco

Disparities among the participants regarding their basic knowledge on key-topics hindered the satisfactory implementation of some training sessions. Organizing trainees into more homogeneous groups by distinguishing different levels of training - basic, advanced - in topics such as national development and sectorial, as well as public finances and local governance could address the issue.

Project Description
The main objective of the project was to strengthen democratic processes and the rule of law, through the progressive incorporation of grass-roots organizations and marginalized sections of the Moroccan society in elaborating and monitoring public policy. The project strategy was structured around capacity building of civil society organizations to participate in democratic mechanisms, and support to marginalized groups, in particular women and youth, to foster their inclusion as protagonists in the management of public affairs. In the context of the Morocco’s democratic transition, the project’s efforts to promote the new Constitution was very useful, as most civil society organizations were unacquainted with concepts and mechanisms of participatory democracy, as well as with the new prerogatives as set in the country’s 2011 Constitution.

Lesson Learned: Strengthening Municipal Capacity for Access to Public Information in El Salvador

The methodology which the project applied to the educational processes was highly relevant, adapting successfully to the different audiences in El Salvador. Collaboration with an EU-funded project enabled the grantee to undertake a baseline study. The project’s advantage was that it was a “design-in-progress” depending on the specific needs of the beneficiaries, which meant that its effectiveness could be maximized. The intervention ultimately had an impact on local and national institutions, putting the enforcement of the Law on local agendas, creating links between different levels of government and speeding up the process of appointing information officers in the municipalities.

Project Description
The grantee sought to improve the fundamental conditions for democracy in El Salvador by helping municipal governments enforce the Law on the Access to Public Information. The project strategy focused on strengthening the capacities of public and private stakeholders to publicize, implement and enhance citizen oversight of enforcement of the law. The project successfully contributed to improving the cultural and institutional conditions required for transparency and the participation of citizens in democratic institutions. At the same time there was an increase in the knowledge of citizens about the importance of the right to public information and of citizen oversight. It is worth stressing the relevance and good design of the proposed methodology which was based on training multipliers and carrying out an in-depth analysis of the needs of the actors involved.
