Lesson Learned: Strengthening Gender-Responsive Local Government in Nepal

Supporting government institutions in becoming gender responsive and inclusive requires substantial efforts in institutional capacity building through sensitization, training and equipping government officials with tools and skills to carry out gender responsive planning and governance. In the present project, while the project was successful in sensitizing local government officials, focused institutional capacity building could have contributed to a more impactful and sustainable change.

Project Description

The project aims to empower Musahar women and strengthen their representation in local decision-making procedures for promoting gender-responsive local governance in two rural municipalities and two town municipalities. It will work through three main approaches:empowerment of Musahar women to claim their rights, accountability of local government authorities, and strengthening multi-stakeholder partnerships for gender-responsive local governance.

Lesson Learned: Promoting Participatory Governance and the Rule of Law in South Kivu

The methodology of this evaluation (remotely, through the collection of evaluation data by a team of investigators provided by the grantee and instructed by the evaluator), in the face of the COVID 19 pandemic was very beneficial in terms of the involvement of the grantee in information gathering and ownership of the evaluation process.

Project Description
In a context characterized by the recurrence of violations of human rights and freedoms, the project aims to respond to the major problem, identified by the Protection Cluster, which is "attacks on the right to life, dignity and freedom. "integrity of the person". This will be done through reactive, corrective and constructive actions, with technical support to the local Volunteer and Volunteer Community-CLOC Local Organizing Committees. This support includes: (1) Capacity building through training for members of these community structures and local authorities on the protection, promotion of human rights and community mediation, and on the reduction of human rights violations.(2) Technical and material support for advocacy, awareness-raising and mediation actions aimed at strengthening collaboration between the civilian population and local civil and military authorities and (3) easy access for victims to appropriate care services.

Lesson Learned: Rural Media Development for Promoting Democracy and Human Rights

The project was well designed - it targeted 12 of the most marginalized districts in the country, this was a manageable number, and meant that implementation was achieved without the grantee becoming overstretched. While there may have been other ways of designing the project e.g. concentrating resources geographically, or on specific issues or beneficiary groups, the design helped create a foundation for national geographic coverage and visibility and also meant that a wide variety of human rights issues were covered instead of specifics relevant to particular localities only e.g. coastal fisherman or tribal hill communities.

Project Description
This was a well-structured project which laid the foundation for a nationwide network of journalists concerned with human rights issues, particularly in rural marginalized areas. The project was relevant and much needed given the context of human rights abuses and the suppression of the media. It was also appropriate, although there are constraints there is sufficient democratic space for human rights influenced journalism since journalists were able to write about a range of human rights issues and call duty-bearers to account. The project also met its objectives: the skills of journalists in relation to human rights issues have been enhanced, reporting on human rights has increased, and civil society capacity to understand how the media works has improved – though closer engagement between NGOs and the media could be further strengthened.

Lesson Learned: Strengthening Participation of Women in Geographically Deprived Communities in Local Governance in Ghana

The challenge of how to sustain the Women’s Group Advocacy Platforms was not well addressed in the project design and implementation. The grantee’s project document anticipated that the operational cost of sustaining a women’s advocacy group would reach $10,000 US per year; however no activities were conducted to raise these funds nor were any staff members given responsibility for the development and implementation of the sustainability activities.

Project Description
The project’s objective was to increase participation of women in decision making to develop sustainable, decentralized, bottom-up planning processes in Ghana. The grantee institutionalized Women’s Group Advocacy (WOMGA) Platforms to engage and dialogue with local government authorities in decision making processes on public service delivery. At the heart of the project strategy was the mobilization and empowerment of 150 women, who were trained and deployed to monitor policy implementation at the district level using a Gender Monitoring and Tracking Tool, and to champion the participation of women in local planning and implementation processes. The project’s intervention logic was sound and had clarity and coherence. Institutionalizing the WOMGA Platforms facilitated regular engagement with local government authorities, and hence effectively contributed to the overall development goal of increasing women’s participation in decision-making process on public service delivery. Local officials commended the high level of preparation they had to undertake for the public sessions the project held, during which they faced thorough questioning by the WOMGA members and the community.

Lesson Learned: Strengthening Young Women’s Civic Participation and Leadership in Uganda

Male perceptions regarding the risks encountered by politically empowered women within their communities need to change. Active involvement of men and boys in the needs assessment would have helped in identifying from the very beginning, specific risks related to sexual and gender based violence that challenged the project, and would have helped gain active support of young men in preventing SGBV and discrimination against young female leaders in Uganda.

Project Description
The project’s objective was to strengthen the political leadership capacity of 1,500 young women from 10 public and private universities based in five districts of Uganda. The grantee aimed to increase awareness among the project’s target group and to provide them with access to information about women’s political life, as well as civic, voting, electoral and democratic processes. This was expected to enhance the leadership capacities of the young women to participate in the March 2016 general elections. Following these elections, an additional component was included in order to create a platform for leadership development of young women in Uganda. Although women’s political advancement at the time of project implementation was a national priority, the actual implementation of related international, regional and national legal and policy commitments remained an important challenge. This was due to persisting socio-cultural factors, such as the high illiteracy rate among youth and girls, lack of access to appropriate information related to political, human and civic rights, early marriage and sexual and gender based violence. While highly relevant in this respect, the project did not address the significant risk of SGBV that young women are exposed to because of their interest in political participation.

Lesson Learned: Developing alternative models of natural resource governance based on indigenous community participation in Aceh

Strategic weaknesses in the project’s design and needs assessment undermined the project’s relevance. The project did not capture the contextual information needed for project implementation and therefore the issues faced by Mukims were not adequately addressed during the design and implementation phases. As a consequence, activities were not related to priority issues.

Project Description
The project’s objective was to strengthen the capacities of selected local Mukim communities in the Aceh province of Indonesia. A Mukim is a subdivision of a subdistrict and comprise of a number of villages. The aim of the project was to develop, advocate for and implement an alternative model of natural resource governance that promotes the participation and protects the rights of local communities, fosters environmental sustainability, and advances the interests of vulnerable and marginalized populations. The grantee’s approach was inspired by alternative governance models previously implemented by other local Mukim communities. At the time of project implementation, the legal framework which recognizes the Mukims’s authority and asserts its rights to manage its natural resources under Aceh's Special Autonomy status was not yet enforced. As Mukims represent indigenous communities in Aceh, the intended strategy was suited to the need of enhancing the credibility of Mukims. The existing Mukim associations had not previouslyt been in district policy making since they lacked visions, skills, orientations and strategies to build equal relations with public and governmental authorities.

Lesson Learned: For a More Vigilant Civil Society in Morocco

The grantee’s project and partnership management was transparent, respecting the contract terms. The result framework’s achievement indicators, as well as quality control mechanisms were established from the beginning of the project. No significant delays were reported in the mobilisation of human, financial and logistic resources.

Project Description
The main objective of the project was to strengthen democratic processes and the rule of law, through the progressive incorporation of grass-roots organizations and marginalized sections of the Moroccan society in elaborating and monitoring public policy. The project strategy was structured around capacity building of civil society organizations to participate in democratic mechanisms, and support to marginalized groups, in particular women and youth, to foster their inclusion as protagonists in the management of public affairs. In the context of the Morocco’s democratic transition, the project’s efforts to promote the new Constitution was very useful, as most civil society organizations were unacquainted with concepts and mechanisms of participatory democracy, as well as with the new prerogatives as set in the country’s 2011 Constitution.

Lesson Learned: Civil Sector Capacity Building Initiative in Kazakhstan

The usefulness of the training for the accountability coaches - who were then intended to train NGOs in various regions of Kazakhstan - was mixed. Responses varied depending on the level of interest and knowledge of the participants. The training should have been more grounded in the wider development context so as to ensure that it built on existing efforts, demonstrated a good understanding of its intended beneficiaries and targeted NGOs that lack accountability.

Project Description
The project sought to improve the quality of nongovernmental organizations’ (NGO) services and programmes by strengthening their capacity to effectively implement accountability standards. Its intended outcomes were: strengthened NGO capacity to implement accountability strategies and tools; strengthened capacity of donor community to foster participatory accountability within the NGO community; and increased public demand for greater NGO accountability to beneficiaries. The project design, however, was not well grounded in the larger concept of accountability, or in how donors incorporate these principles into the efforts they fund. It also did not take into consideration feedback received from potential partners and beneficiaries during the design, and did not adequately consult with donors who were identified as a target group.

Lesson Learned: Empowered Civil Society Addressing the Democratic Needs of Rural Women in Myanmar

The capacity building activities explicitly included support towards achieving a degree of financial independence, by providing technical advice on project design and management, developing internal governance and accountability systems. In turn, the injection of project funds, together with sustained technical advice and mentoring have placed many of the target groups on course to achieve at least a degree of self-sufficiency.

Project Description
The project's objective was to strengthen institutional capacity of three independent CSOs working with rural women’s groups so that they could establish associations of self-help groups and promote inclusive participatory dialogue with authorities. Working from a UNDP model, the project focused on three aspects: transparency and accountability; rights awareness and advocacy; and linkages with other community-level groups. The project was exemplary in its effectiveness, both in terms of the clarity of outcomes to be achieved (and activities to achieve them) and of quantitative and qualitative standards of achievement. It raised awareness of voters’ and women’s rights, and initiated engagement between local officials and rural communities. This is also an example of a project where sustainability was included in the design. The capacity building activities included supporting partner organizations achieve a degree of financial independence, by providing technical advice on project design and management, and by helping them develop internal governance and accountability systems.

Lesson Learned: Promoting democratic dialogue and social cohesion in the Western region of Côte d'Ivoire

The project design phase did not sufficiently involve the communities and CSOs who were partners. The project could have also benefited from more technical expertise in the design of some of the micro-projects, to help ensure their success. The project duration was only 18 months (a three-month extension was eventually granted), was probably too short in view of its ambitious objective.

Project Description
The overall objective of the project was to reinforce community dialogue and participatory democracy in the Western part of Cote d’Ivoire, with a view to enhancing social cohesion and the enhancement of democratic values at local level. To achieve this objective, the project had three outputs: Civil society organizations (CSOs) and the authorities are better equipped to use community support techniques; CSO’s providing support to communities on the management of conflicts; and enhanced involvement of local communities in development initiatives. The project was remarkably relevant, in that it correctly identified the lack of social cohesion as a major risk for conflict returning to the target areas. The project developed strategies and activities that specifically addressed the needs of the local communities and those of the CSOs working with them. However, the project design phase did not sufficiently involve the communities and CSOs, and the project should have involved more technical experts.
